AMEX seeks a Financial Management Specialist on its contract to support the Office of Afghanistan and Pakistan Affairs (OAPA) of the U.S. Agency for International Development (USAID). This is a full-time staff position with AMEX, with full benefits, located in downtown Washington, DC.
Background: All USAID employees assigned to either the Afghanistan Mission or the Pakistan Mission must attend pre-departure training or orientation programs.
Position Overview: The incumbent serves as a Financial Management Specialist in the Management Bureau, Office of Chief Financial Officer (M/CFO/P) in support of the Office of Afghanistan and Pakistan Affairs (OAPA). S/he will provide support to the OAPA and Payroll Divisions Chief through audit evaluation of existing employee payroll business processes impacting OAPA, Critical Post Countries and the overseas mission. The incumbent will audit various payroll processes and perform benchmark studies or similar, with the goal of improving employee pay business practices and financial controls; ultimately, improving the accuracy of OAPA employee payroll. S/he will have access to various payroll stytems including the National Finance Center (NFC) system and work collaboratively with Agency stakeholders, in coordination with OAPA and the Payroll Division Chief.
Technical Expertise and Abilities
Work independently as well as work collaboratively with the M/CFO Payroll Division Chief, Agency stakeholders and OAPA employees in the review and remedy of employee pay issues or concerns. Identify and resolve employee pay issues and make recommendations for implementing systemic improvements to the existing payroll business processes
Gain a working knowledge of all aspects of federal financial management related to payroll operations, including effective integration of federal laws, regulations and policies into normal operations. Develops a working knowledge of USAID's personnel and payroll systems
Planning and Organizing Work
Posses the ability to identify and prioritize normal/routine employee pay work processes and issues against special projects, critical and highly sensitive pay activities to assure effective operations and timely corrective actions.
Financial Reports and Data Analysis
Serves as organizational expert in analyzing and resolving complex issues related to the financial aspects of overseas global and region-wide programs
Through ongoing data analysis is able to identify cyclical trends, develop solutions, and tools for the timely monitoring and remedying employee pay issues including
Financial Systems Evaluation 10%
Reviews and evaluates the various Payroll financial systems within a broad area of assignment by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program.
Evaluates and shares observation and/or recommendations on improving the structure and operational processes of various Payroll financial and timekeeping systems
Required Skills and Qualification:
Must be U.S. citizen or Green Card holder
Able to obtain building authorization
Bachelor’s degree in related field
3-5 years of related financial experience
Excellent quantitative analysis and organizational skills
Knowledge of federal financial management and/or USAID personnel pay policies is a plus
