Upper Management has a difficult time listening to employees often telling them how to do their job (when they have little to No experience therein) rather than receiving input from qualified personnel. Because the company is so small there is often a sense of urgency to find work and perform it according to their direct processes and quickly. You are always counting & reporting hours on a number of different projects. There is also a reporting log managers use to update each other on the happenings of each project/employee giving the place a Big Brother type of feel. This company was built on rigid military dogmas. It's time to bring in managers that are flexible and listen if this place is going to reduce turnover.
