One field consultant, paid less than 30k/yr salary had 60 site inspections to perform weekly (most have 30-40, pay attention and do the math), so in an 8 hour day that is 12 inspections. I'm not talking about doing a lot and walking to the next lot, no do a lot, then drive across town to the next lot. So we're up to 12/day plus driving time between each. if each inspection takes an avg time of 30min +/- that's a minimum 6hr inspection time/day. This is not inclusive of inspection documentation and reporting for each site, that's done during your "down time". NOW let's talk about the weather. If a site rx's a significant amount of rainfall it has to be re-inspected within 24hrs. Have you seen the amount of rain we get down here?
Bottom line - if I'm a company looking to stay out of hot water with DEP, I would do the math above and see if I'm getting what I paid for.
At least you can get out of an office
