ARD has focused on decentralization and public management issues since the early 1980s. A heightened focus on democratic transitions and participatory governance followed in the 1990s. ARD has provided relevant democracy and governance services in 26 countries worldwide. The firm has long-term USAID-funded decentralization projects in widely different areas of the world and has provided USAID missions with short-term expertise for assessments, strategy and program development, and related services. Among the long-term activities is the Governance and Local Democracy (GOLD) project of USAID/Philippines. USAID/Washington considers GOLD a model for local government support activities worldwide. ARD has successfully modeled GOLD approaches in other local government support efforts in countries such as Haiti, West Bank and Gaza, Mongolia, and Senegal.
Through these experiences, ARD has developed the ability to work effectively with mayors, municipal staff, and citizen groups to transfer skills and support training processes tailored to their needs as they understand them. ARD has likewise developed an in-depth capability to work with central ministries and agencies responsible for decentralization reforms. ARD uses demand-driven approaches, facilitated by the application of Advanced Participatory Methods, to understand clients' and partners' vision and prioritization of decentralization and public management issues.
