Will our downtown be a place that everyone looks forward to visiting, where families can gather together to celebrate and experience a variety of cultural arts and entertainment that enhance the quality of life opportunities that Brigham City offers? Will Brigham City be a destination location where tourists come to spend their dollars? Will we be a place that offers higher paying jobs thereby resulting in a higher standard of living for our citizens?
"Someone once said, 'The definition of insanity is doing things the same way you've always done them, while expecting different results.' Over the last six years while serving on the Brigham City Council, I have listened to many citizens relay to me their perception of making Brigham City a better place to live. I have been told that many want 'things' to change. These 'things' that we as citizens want changed are sometimes fairly easy to fix, and sometimes very difficult, if not impossible to fix. I'm sure there are even those who like things the way they are and shudder at the thought of change. Each and every citizen, as well as employee of Brigham City, has their own vision of what our City will look like someday. During the next six months we are going to give all those who want to participate an opportunity to share in building Brigham City's vision. We want to hear from you.
"Franklin D. Roosevelt said, 'The only limit to our realization of tomorrow will be our doubts of today.' To the naysayers out there, those of you who believe that things are fine as they are today, I ask if you didn't feel the pinch of the recent property tax increase. None of us like it when our pocketbooks are stretched thinner. The recent down turn in the economy sends a strong message of caution and conservatism. With this caution in mind, we must take the initiative now to proactively change the direction of our City's future. If we don't take this initiative, we will face either the continuation of increasing property taxes to pay for basic services or the discontinuation of basic health and safety services that we have been accustomed to receiving over the years. I believe that most of you will agree with me that neither of these alternatives is acceptable. We must work together to create our City's future.
"For centuries, the compass has guided mariners of ships on the seas and explorers on foot discovering new lands. Reading the compass correctly has served as a straightforward directional guide to specific destinations that travelers are seeking. Through the process of defining Brigham City's vision, we will have created our own directional tool to guide us as we move forward. This tool will act as our own compass as we clearly view each direction we need to travel in reaching our destination in the year 2022. Defining that vision clearly will create a map with specific destinations to be reached to guide us in our journey. If we keep the vision firmly etched in our minds, every decision we make today will determine the realization of attaining that vision tomorrow.
"This vision will be created through an Executive Strategy Team consisting of Brigham City Council members, directors of Brigham City departments, and 15-20 community leaders. They will identify Brigham City's vision by defining an overall vision and mission statement, create guiding principles and values, and develop an action plan complete with strategies and goals. During this process a town meeting will be held to obtain public comment. Everyone in our community will be invited to attend and encouraged to add depth to this vision. From February through April, this team will labor with the goal of a final presentation made to the community during the May 2 City Council meeting. We will deem this process 'Brigham City's Vision 2022.' This action plan of strategies and goals will be a guide for us the next twenty years. Specific action steps will be identified to reach the identified goals. This team will also review and update Brigham City's General Plan during this process.
"Initially, our map's journey includes five destinations. Along side the visioning process of defining 'Brigham City's Vision 2022,' the following destination task forces have been identified to be mapped out for the beginning leg of our journey. These destinations include: 1) Business Relations; 2) Downtown Revitalization; 3) Economic Development; 4) Telecommunications and 5) Cultural Arts. Certain community leaders chosen to participate in the Executive Strategy Team, along with other community leaders, will be invited to become an integral member of one or more of these task forces. I will detail these further.
"1. Business Relations - The purpose of the Business Relations Task Force is to take a hard look at Brigham City's internal business policies and procedures in three areas: 1) to review and streamline current policies and procedures; 2) to develop better methodologies to assist in the health and retention of our current businesses; and 3) to determine ways to enhance and encourage new businesses coming into Brigham City. This group started as the Business License Process Improvement Committee that has met many times since early last fall. Members include Chamber of Commerce members and staff, Brigham City staff from Planning and Zoning, Inspections, and Emergency Services departments. With the addition of several new community members, this group will broaden their focus from business licenses into identifying current broad based business practices in Brigham City. Councilmember Bob Marabella has been assigned to serve on this task force. They have been asked to report to the City Council on April 18, 2002. This task force will continually examine and improve the way we do business in Brigham City.
"2. Economic Development - Imagine Brigham City overflowing with thriving businesses that offer higher paying jobs; family attractions that offer quality educational, cultural and recreational opportunities; and tourism dollars spent here to participate in our unique heritage. The Economic Development Task Force will research opportunities available and study and build on Brigham City's Economic Development Strategic Plan. The task force will function within the parameters of 'Brigham City's Vision 2022.' Task force members will define an overall vision and action plans complete with strategies and goals defined. Councilmember Cliff Green has been assigned to serve on this task force; he also serves on the Box Elder County Economic Development Board. This task force will work along side the Box Elder County Economic Development Board with specific focus on Brigham City. Community leader Bruce Christensen has agreed to chair this task force. Their action plan and presentation to the City Council will be due on June 6, 2002. This task force will be ongoing.
"3. Downtown Revitalization - Imagine having a downtown where families come to celebrate and participate in entertaining activities year round. The Downtown Revitalization Task Force will review the seven studies that have already taken place over the last twenty-two years concerning the revitalization of our downtown. They will create an overall vision for our downtown including action plans complete with strategies and goals defined. They will start meeting in March and report to the City Council with their action plan due on July 19. Councilmember Jon Adams has been assigned to serve on this task force. This task force will be ongoing.
"4. Telecommunications - Imagine Brigham City having the opportunity to keep our small town atmosphere that we all enjoy, yet compete globally in a worldwide market. Broadband fiber optics gives us this opportunity. The Telecommunications Task Force members will become educated concerning telecommun-ications issues, thereby informing Brigham City residents and becoming a resource to the City Council. There will be at least two phases to this task force. During Phase I, members will begin meeting in February until the end of April when the Box Elder County Telecommunications Feasibility Study will be completed. At that time, a decision will be made by the City Council and Phase II will then take place. Probable options include: 1) moving forward with the implementation of a telecommunications utility; or 2) continue to study other telecommunications options. Either of these options will include a need for task force members to be a resource to the City Council as well as to members of our community. Councilmembers Jim Davis and Bob Marabella have been assigned to serve on this task force. Both Councilmembers also serve on the Box Elder County Telecommunications Task Force as well. They will report to the City Council on May 16. This will be an ongoing task force.
"5. Cultural Arts - Imagine tapping the great resource Brigham City has in music, dance, drama, and art. We could become a center for cultural arts by offering community festivals that invite others to celebrate and share their talents with us. The Cultural Arts Task Force will identify community cultural resources and will create a unified vision with an action plan complete with strategies and goals defined. Members have already recently begun meeting and are to have their action plan completed and presented to the City Council by June 6, 2002. Councilmember Cliff Green is assigned to serve on this task force. In June, when the task force reports to the City Council, they will have determined the best direction for the City to use this resource in our community and will make that recommendation to the City Council.
