Strong Leadership but too much power given to untrained managers and supervisors

The culture promotes a teamwork environment, but managers routinely overlook promising employees and tend to pick one to point a finger to avoid any scrutiny regarding their own shortcomings. Problems stem from a highly-competitive culture with less-than-well trained managers and supervisors put under too much pressure to perform well rather than foster good employee retention.
Overall, CST tries hard, with lots of great team-building get togethers, artistic galleries and visits, and team lunches and outings. A little more training for managers would go a long way.
