Seem to be about the money rather than for the clients

Full disclosure--I was fired for the accusation of "allowing my clients to dance naked and drink beer" in my groups. Of course this is absurd, I think the real reason is that I used my health insurance to pay for an expensive surgery with more surgery necessary, and it was time for the health insurance contract to be re-negotiated. That was several years ago, and I've since become aware that it's all about the money with them. Of course not money for employees, but for the agency. While working there, it was obvious that the employees were "job scared", all of my co-workers were sure to color within the lines and kiss the appropriate tushies. We got daily e-mails informing us that XXXX is no longer employed at Centennial Mental Health. This created an atmosphere of fear and stilted any creativity. There was no process for suggestions or open door policy for administration. I would advise only beginning counselors to accept a job with these folks, if you have experience, you can do better.
