Summary: Plans and directs the operating, maintenance, and construction activities of all midstream facilities (pipelines, measurement, compression, dehydration, transfer tanks, control centers, plants, pumps and LACT units) within a major operating area to ensure safety, compliance reliability, system integrity, cost control, timeliness, and customer satisfaction.

Essential Duties/Responsibilities:
Responsible for safety of employees, public, facilities, and property.
Ensures compliance with federal, state, & local regulations and internal policies.
Manages & monitors region performance for safety, compliance, costs, reliability, system integrity, and operating performance.
Performs and manages personnel activities, including assisting with recruiting, interviewing, hiring, professional development, and in addition training, performance reviews, daily duties, etc.
Ensures required tools/equipment/resources are available to perform Operations & Maintenance (O&M) and construction activities.
Manages contractor activities involved in Operations and Maintenance.
Develops O&M and capital maintenance budgets.
Interfaces with customers, contractors, regulatory agencies, and public. Interfaces with other internal departments, such as Marketing, Engineering, Operations Support Group, Accounting, ServiceStar, Human Resources, System Control, etc.
Supports Marketing efforts in preparing customer proposals and subsequent contractual commitments.
Recommends and makes facility and procedural/process enhancements and improvements as needed or justified.
Advises general office of operating difficulties and recommends remedial measures.
Approves material acquisitions, capital expenditures, contracts, and invoices.
Manages operations support staff in support of midstream marketing efforts and operations.

Requires a bachelor’s degree from an accredited college or university OR a combination of education and experience providing an equivalent level of knowledge and experience in related industry (e.g. at least 8 years of pipeline, gathering services or industry related experience.)

Requires a minimum of seven (7) years of experience in natural gas, crude oil, refining , operations and maintenance, transmission or related field.

Physical Requirements:
Able to see, sit, stand, walk and write for extended periods of time.
Able to communicate orally in a clear manner
Able to view a personal computer monitor or laptop screen for extended periods of time.
Able to use up to 20 lbs of force occasionally, to move, lift or push objects, and/or a minimal amount of force frequently to lift, carry, push, pull or otherwise.
Able to operate a motor vehicle.
Able to travel long distances in a motor vehicle.

Working Conditions:
Able to work in fast paced environment with high daily pressure to meet deadlines.
Able to work a varied schedule and/or overtime (scheduled and/or unscheduled, nights and/or weekends) to complete projects and meet deadlines in response to changing demands.
Able to travel for inspections and/or investigations in field locations; attend or conduct training; attend regulatory hearings, industry or professional association conferences and/or other meetings (with customers, vendors, contractors, communities, etc.) and stay overnight as required.
Able to perform work indoors in an office environment and outdoors.
