There are functions in a business that provide leadership and accountability while you are working. The expectations should always be if an employee is struggling or if he comes to you with advice that you provide coaching and the most important thing as a manager, follow up.
On the manufacturing floor this business is not looking for difference makers, they are looking for "hands" to do the bidding of the plant manager. Action planners are not reviewed, shift meetings are not held, KPI's are not discussed, advice is not adhered to. Basically you have no voice and you can not be an effective change agent.
