Descriptions: Managing the planning, organizing, and implementing the care, development, and education of typically and atypically developing children ages birth to 5 years of age. Ensuring overall program compliance with Agency policies and procedures, Early Head Start (EHS) and/or Head Start Program Performance Standards and Regulations, CA Department of Education, Child Development Division funding terms and conditions, Title 5 regulations and Title 22 Community Care Licensing regulations. Promotes and supports the development of strong and caring relationships between children ages birth through 5 years and their parents to help achieve the goals of the Individualized Goals. Communicates effectively with others, including giving and receiving feedback on the quality of services. Works to ensure open professional communication between program participants, staff, and management. Performs managerial duties; interviews applicants for employment; assigns and reviews progress of assignments. Identifies need for and conducts staff and parent training and development, including onsite consultation, coaching; mentoring to other EHS staff members, and relevant subject matter presentations or workshops in the area of early care, intervention and education services. Observes classrooms and implements required tools to ensure developmentally appropriate practices and strengthening early childhood education approaches for children birth through 5 years. Ensures that home visits to parents of children enrolled in center-based care are conducted according to Agency and funding source guidelines. Develops and maintains effective working relationships with parents, Policy Council or Committee representatives and other community agencies; represents CII and the ECS program to the community and others as needed. Maintains working knowledge of current practices and research in the early childhood education field through reading, participation in seminars and other educational opportunities and personal contacts/memberships in the field. Maintains absolute confidentiality regarding children and their families in compliance with HIPAA regulations and Institute policies.

Qualifications: A BA degree in Early Childhood Education, Child Development or a related field and several years of experience demonstrating increased responsibility in working with children ages 0-5, including those with disabilities. A Site Supervisor Permit or higher from the California Commission on Teacher Credentialing. Working knowledge of California child-care services, program criteria and applicable regulations essential to the health and welfare of children. Working knowledge of the standards, licensing requirements and operations for child-care facilities. Supervisory skills, sufficient to manage from 5 to 35 staff. Three Years of prior supervisory experience is required. Working knowledge and experience with the Creative Curriculum. Routine accounting skills to develop and control department budgets. Crisis management skills and ability to develop appropriate contingency plans. Ability to display sensitivity, tact and responsiveness in various situations and needs. General computer skills in Microsoft Office programs (Word, Excel, etc.) Ability to work effectively with people of diverse cultures, ages and backgrounds. Very effective oral and written communications skills sufficient to write reports, study and interpret complex documents, and develop/implement presentations for management and the public, and to represent the organization in public forums. Ability to work effectively as a team player. Bilingual skills in Spanish/English (Preferred)
