I worked in the water office/billing department. I would answer questions and concerns about bills. I later took on processing the list of people due for disconnection due to nonpayment.
I wasn't fond of many in upper management. I felt like they were unconcerned with their responsibilities and were largely self serving.
Definitely not a job for those who don't like conflict. We routinely had customers shout and curse at us because city policy conflicted with their needs. In many cases the policy was understandable, but at the same time it was too rigid for modern usage.
The pay was fairly low in comparison to other comparable positions, but they did have some decent benefits. Not a fan of being forced to contribute money to a retirement and life insurance plan that I didn't intend on staying long enough to use though.
