The city will keep you around as long as they need you, without any appreciation for your dedication and time spent away from your family, and then they'll toss you out.
They will always focus on hiring inside the company, whether or not that person is qualified for the position, which typically is found to be on the side of not. If you don't consider yourself to be a management pet, then you will not get anywhere in the company. It is extremely difficult to promote, no matter how many years you have been with them nor how hard you work.
And experience doesn't matter if you possess a degree; even a degree that has absolutely no foundation in the position you are applying for.
The majority of the city's employees are underpaid, and they have brought in analyst's for comparisons to other cities, especially those who are required to have specific certifications in order to be eligible. Those employees are required to pay for and maintain certifications on their own.
