 – more... by going into the Water Department customer service office located on the first floor in the Charleston City Hall building located at 520 Jackson Avenue in downtown Charleston. You will be required to present a photo ID or driver's license (with picture), address of service to be started, date you wish service to start, and different mailing address (if applicable). New policy changes require a $25.00 non-refundable activation fee to be applied to the first month's billing statement.
