Great place to work if you have a family. Great benefits and compensation. Advancement is based on a popularity contest though.

Great benefits and retirement plan
Executive Assistant (Former Employee), San Diego, CAJuly 30, 2013
Pros: flexible work hours, as long as deadlines were met, you set your own priorities
Cons: made to feel incompetent, at will employee w/out due process
The hardest part of the job was lifting boxes filled with copier paper and I enjoyed 90% of everyone I worked with. A typical day at work consisted of sharing not only personal events for upcoming work events with co-workers. I left with a wealth of knowledge about At Will Employees, government vs private industries. It is always better to exercise self-control regardless of how much you believe your co-workers are 'like family.'

Great atmosphere with co-workers/inter-departmental relationships
Office Specialist, - Building Department (Current Employee), Chula Vista, CAOctober 22, 2012
Pros: used to be the job security of a public-sector job
Cons: the insecurity of a public-sector job
Overall a good place to work- initially when the City was in better financial status, the atmosphere and activities were all inclusive and encouraging. When in the last 5 years budgetary constraints and tightening caused major lay-offs, and the change in morale of the workplace.

Good place to work , slow if any mobility up.
Need to be good at internal politics and be willing to go the extra mile, and sometimes even further.
