The City of Cleveland has also made great strides in providing better recreation services for its residents. With a $44 million investment since 1990, Cleveland recreation centers have become neighborhood-based community centers. Along with establishing sports and traditional programs, they now offer computer labs for all ages, lead-poison screenings – more... and immunizations for children and flu shots for senior citizens, just to name a few. In this 10-year period, two new recreation centers have been built, 77 playgrounds and parks have been renovated and 15 recreation centers have undergone significant renovations. The new Women's Midnight Basketball program has drawn national attention.
Mayor White's commitment to significantly improve public education in Cleveland has also received national attention. In 1998, Mayor White was given governance of the schools by the State Legislature. The Mayor has since appointed a nine-member school board and hired a chief executive officer to run the Cleveland Municipal School District. In his 1999 State of the City address, the Mayor spoke about raising pupil and adult expectations, setting higher standards, engaging parents and creating secure environments for teachers and children. The district serves more than 76,000 students and has more than 10,000 employees.
In 1997, Travel & Leisure magazine selected Cleveland as one of the world's top 10 "hot spots" for travelers. The Gateway area's Jacobs Field and Gund Arena, the Rock and Roll Hall of Fame and Museum and the Great Lakes Science Center on the lakefront have helped create Cleveland's new, thriving tourist industry.
Mayor White's commitment to race relations has generated citywide support. In 1993, he earned the Freedom Award from the Cleveland branch of the NAACP. In 1994, he received the Frederick Douglass Freedom Award form the National Conference. He was the 1992 recipient of the Cleveland State University's 'In Tribute to Public Service' Award of the Levin College of Urban Affairs. Among other honors, the Mayor was named 'Man of the Year' by the Baptist Ministers Conference in 1991 and he received the Public Service Award from the American Public Power Association in 1995.
In recognition of his accomplishments as Mayor and his growing role as a spokesperson for urban issues, Mayor White has served as President of the National Conference of Democratic Mayors and a member of the Board of Trustees for the U.S. Conference of Mayors.
After graduating from Glenville High School in 1969, Mayor White earned a bachelor's degree in education and a master's degree in public administration from Ohio State University. After a successful tenure as an aide to then Columbus Mayor Tom Moody, White returned home and was elected in 1977 to represent Glenville on Cleveland City Council. He served on the Finance Committee and as chairman of the Community Development Committee before being appointed to the Ohio Senate in 1984.
In the Ohio Senate, White introduced legislation to increase the penalties for rape and authored Ohio's spousal rape provisions. He wrote anti-drug legislation with the toughest penalties for drug-related crimes ever introduced in the Ohio Senate. White also worked for a pharmaceutical assistance program for the elderly. After winning election to a full term in 1986, White was twice elected to a Senate leadership position and served on the Judiciary, Ways and Means, Rules, and Health and Human Services committees.
