The City of St. Paul has an immediate opening for an Information Development (ID) Section Manager in the Office of Technology and Communications (OTC). This position provides overall leadership to the Information Development (ID) Section which is responsible for software application development and support.
- Over-sees, plans and evaluates the work of the ID Section (20 employees)
- Provides direction, training and guidance to ID team leads and software developers
- Analyzes and implements efficient, cost effective procedures for software development including standards and best practices
- Sets work priorities
- Works collaboratively with other OTC section managers and mid-level managers across the City to ensure a seamless delivery of OTC services.
The ID Section supports approximately 150 business applications. These include specialized public safety and library applications, GIS (Geographic Information Systems), general business applications, and web enabled citizen service applications. These applications represent in-house development, off-the-shelf solutions and vendor provided services. The technology environment relies heavily on a combination of: Oracle, Java, ESRI, and Lawson ERP software, among others. Training and experience in implementing and using software development methodologies is highly desirable.
A Bachelor’s Degree in Information Management, Computer Technology, or a related field and six (6) years of vacancy-related work experience, or vacancy-related technical school certificate and ten (10) years of work experience related to the vacancy is required.
Work experience must have included four (4) years of experience supervising or leading technical staff and demonstrated project management of large technical projects that would allow one to gain a conceptual understanding of interrelated technical platforms.
