Great people, but culture of fear and mistrust

They hire great people, but claim that they can underpay their customer-facing employees because there aren't good job options out there. Under-paid. Over-worked. Every 2 weeks processes change. You have to BCC management on every email you send.
But they offer incredible health benefits, snacks and some free meals, happy hours, etc.
