The company has been trying to improve its culture over the past several years but most of the senior management is stagnant and unwilling to change. The CEO has been unsuccessful changing those reporting directly to him and unwilling to change the last of the remaining guard.
The company management will talk about the way things used to be and how they have changed. When things are going well, which seems to happen less and less often, the project climate is positive. When things on projects are not going well, the management reverts right back to their old way of doing things. Senior management micro manages the project management and forces the project management to churn and burn the consultants.
There appears to be a complete lack of strategy, I am not sure some of the management even knows what it means. Client management at the senior management level is lacking which is causes most of the issues on a project. When senior management fails, they blame those below them.
