Job Description

RESPONSIBLE FOR MANAGING THE PROJECT MANAGEMENT OFFICE/FUNCTION FOR THE BUDGET & CONTROL BOARD IT. DEFINES AND DEVELOPS ENTERPRISE-WIDE IT PROJECT/PROGRAM MANAGEMENT PRACTICES, GOVERNANCE STANDARDS, PROCESS AND METRICS. ENSURES PROJECTS/PROGRAMS ARE DEFINED, TRACKED AND COMMUNICATED IN A CONSISTENT AND EFFECTIVE MANNER. THE PROJECT’S PRIMARY FOCUS IS THE MIGRATION OF THE BUDGET AND CONTROL BOARD’S (B&CB) REMAINING INFORMATION TECHNOLOGY (IT) SERVER ASSETS TO THE DIVISION OF STATE INFORMATION TECHNOLOGY (DSIT) TO INCREASE THE BOARD’S IT SECURITY POSTURE AND LEVERAGE SHARED RESOURCES THEREBY REDUCING OR ELIMINATING DUPLICATION OF SERVICES AND EFFORTS. ADDITIONALLY, THIS PROJECT WILL FOCUS ON UPDATING THE REMAINING B&CB MEMBER AGENCY WORKSTATION NETWORKS TO BRING THEM INTO COMPLIANCE WITH CURRENT IT SECURITY REQUIREMENTS AND TO PROVIDE THE BEST POSSIBLE VISIBILITY FOR SECURITY MONITORING, AUDITING, AND INCIDENT RESPONSE.

DAILY DUTIES / RESPONSIBILITIES:
RESPONSIBLE FOR ENSURING ALL PROJECTS WITHIN IT ARE DELIVERED ON TIME, WITHIN BUDGET AND TO AN AGREED QUALITY LEVEL. ENSURES PROJECTS ARE DEFINED, TRACKED AND COMMUNICATED IN A CONSISTENT AND EFFECTIVE MANNER. PARTNERS WITH IT AND BUSINESS LEADERSHIP AND OTHER KEY STAKEHOLDERS TO DEFINE OPPORTUNITIES, TO IDENTIFY AND PRIORITIZE PROJECTS BASED ON PREDEFINED CRITERIA.

REQUIRED TO WORK IN THE COLUMBIA, SC OFFICE M-F 8:00 AM – 5:00 PM
MAY REQUIRE WORK AFTER NORMAL BUSINESS HOURS

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

1. MUST POSSESS BACHELOR DEGREE OR EQUIVALENT EXPERIENCE.
2. MUST POSSESS EXTENSIVE KNOWLEDGE AND EXPERTISE IN PROJECT MANAGEMENT.
3. PMI-BASED METHODOLOGY
4. EXCELLENT COMMUNICATION SKILLS
5. PRODUCE HIGH QUALITY DOCUMENTATION
6. UNDERSTANDING OF A VARIETY OF TECHNOLOGIES AND PLATFORMS.
7. HAVE EXCELLENT CONFLICT RESOLUTION SKILLS, INCLUDING ABILITY TO WORK EFFECTIVELY WITH CROSS-FUNCTIONAL TEAM MEMBERS.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

1. IN DEPTH KNOWLEDGE OF BUDGET & CONTROL BOARD CUSTOMERS.
2. EXPERIENCE LEADING TEAMS AND/OR ORGANIZATION THROUGH SIGNIFICANT PROCESS TRANSFORMATION
3. EXCEPTIONAL PROJECT MANAGEMENT SKILL INCLUDING THE ABILITY TO MANAGE MULTIPLE PROJECTS AT ANY GIVEN TIME.

REQUIRED EDUCATION:
BACHELOR DEGREE OR EQUIVALENT EXPERIENCE
