Blame-based, bully culture

Owner/founder continues to say all the right things about culture, yet the opposite occurs. He is surrounded by yes-women and the truth is never dealt with, Blame-based, bully culture where nastiness is rewarded. Current atmosphere is awful; all areas supporting their key account are miserable. Only the "friends" of the CFO are recycled, regardless of performance. HR department is functionally useless.
Positive: Women dominate the upper positions at the firm and key account. All talented, though there are some with some wicked tempers and they foster the blame-and-bully culture.
Good comp; great benefits (worse in 2016); free snacks. People generally very good, despite mgmt.
Bully culture; owner has head in sand. HR staff is useless
