The Company is well positioned in the State and is intensly involved in new payment initiatives that should improve the delivery of healthcare while reducing costs. It is also undergoing significant changes, most of them resulting from new regulations and modernization of the building. Operations are fragmented, partly due to poor decision-making, significant outsourcing of processes, and general lack of control. Information systems are generally up-to-date. If you were not hired for a managerial position, chances are you will not make it past Team Leader, with a few exceptions and often after more than 15 years in the Company. Other than the training provided during the on-boarding period, no further training is provided. The Company hires disposable employees: it prefers hiring someone new from outside who has the new skills needed than offer you training to learn them. In a couple of years, you'll become obsolete in the industry, unless you pay for your own training or leave the Company before that happens. Human Resources is old school. They acts as the administration's represive agent and not as a facilitator. They succeed at implementing new programs with a very punitive vision. For example: the wellness program is voluntary but, if you don't join or complete the exercise program during the established period, you get a $1000 penalty (they call it assessment) on your health plan premiums. They are not to be trusted if you want to report unethical behavior from management because they will side with and protect the manager. Their communication with employees is poor and inconsistent and, sometimes, deceiving. But, they are excellent at communicating new impositions.

The work environment is challenging and extremely fast paced. Ability to multi task is a must to succeed here. Although the work is not difficult once you learn all the software and systems, the volume of work is HUGE and just about impossible to complete unless you want to work on your own free time. The workflows change very often and there are always changes and new things to learn. I have had 6 managers in 6 years. This is a very high stress work environment. I work more than the required 8 hrs. per day, glued to my seat with a headache at the end of the day.

I would like to say that it is a great place to work, but being in a call center/entry level position with a Masters degree for the past four years with no opportunity for advancement, even after putting in 49 job postings is nothing to be excited about. I will however say that the company has great benefits, making it extremely hard to walk away, and an excellent gym.

Horizon is a dynamic work environment with many challenges. I learned to be resourceful and efficient in order to accomplish and produce quality results in a short time frame. This company just laid off 200 people and has continued to lie about it. This was to avoid reporting it to the Division of Banking and Insurance. Their middle management plays favorites at a Central NJ facility. The recent layoff included at least three individuals with FMLA in place. It was also targeted at older workers. They are more worried about their EEOC stats and keeping incompetent management than maintaining talented older employees.
