The Housing And Community Services Agency (HACSA) of Lane County is seeking a qualified and experienced candidate for the position of Finance Director. HACSA is located in Eugene Oregon and serves all of Lane County (4,600 sq. miles). Eugene residents enjoy a unique array of cultural and recreational activities, and the benefits of a healthy urban and rural environment, with easy access to the Oregon coast and mountains. HACSA has 80 employees and an operating budget of about $29 million. HACSA is a high performing public housing authority and owns 708 public housing, 157 assisted housing, 124 rural development, 106 bond financed and 45 locally funded units. HACSA also administers 2,790 Section 8 Housing Choice Vouchers, 135 VASH vouches and 90 Shelter Plus Care vouchers. HACSA is also the general partner of 10 tax credit properties (373 units). This position reports to the Executive Director and exercises supervision over accounting and information services staff.
The Finance Director manages the Agency’s accounting and finance functions, including preparation of budgets and financial statements and, as an important member of the management team, provides leadership, strategic support and financial planning. The Finance Director also administers the Agency’s retirement plan.
The successful candidate will have a thorough knowledge of and proficiency in generally accepted accounting principles (GAAP) and standards for audits of governmental organizations with five years of progressively responsible experience in accounting and finance in a governmental or non-profit agency; public housing authority (PHA) preferred. Graduation from a four-year college or university with major course work in accounting, finance or related field is required. A Masters degree in accounting, finance or related field and/or certification as a public accountant (CPA) is desirable.
