Business is Growing, Company is not

I have been with this company over 5 years. At first, while it was fast paced, there was an appropriate amount of office staff to compensate the needs of the collection staff. As the company's business grew, so did the collection staff. This would be an appropriate change, if the office staff had grown along with it. However, office staff does not bring in money, so the need to increase the staff did not seem to be financially beneficial to the owners. Due to this, work relations between co workers is strained, and the environment as a whole has become hostile at times.
