Work might be fun, but chaotic management

Business driven company but top management does not know how they'd like to run their business. They have no workflow process and seemly do not wish to invest in talent capable of bringing things to order. The creative and production chiefs have put their frustrations on the table to the executive team numerous times but while they "hear" them, their final decision is to throw warm bodies via headcount. Speaking of headcount, their Human Resources defies any structure of strategy and recruitment best practices.
