The culture of the organization remains rooted in its old Motorola days. It falls short on recognizing the value of teamwork and integrating functions across the enterprise to capitalize on synergies. Staffing is too lean, creating a work enviornment where personnel are unable to give 100% effort to any one effort, causing mediocre work to be accomplished. Communication within the organizaiton is nonexistent and the "play for power" by many in leadership positions hinders organizational effectiveness and growth. I've never experienced an organization where so many people work harder on transferring working than actually accomplishing it...I attribute this to the everyone's workload being unmanageable and the more work they can push off, thats one less task sitting in their "inbox."
