Need a financial analyst for federal government agency in boulder city Nevada. Must have federal government budget and appropriation experience

The Contract Personnel shall meet the following minimum qualifications:
A. Perform journeyman to senior level budget and financial accounting and analysis work for LAKE as it pertains to park operations and special funding. Specifically, the contractor shall be able to assist in the development of a park and division budget and the tracking thereof. The contractor shall be able to assist in the financial analysis of park funding sources, trends, and history. This task requires advanced knowledge of:

  • Federal Appropriations Law
  • Government Accounting Principles
  • OMB and Treasury Policies
  • Department of Interior and National Park Service Budget policy

B. Reviews and analyzes the overall unit and sub-unit budgets to ensure that the preparation and use of funds are in accordance with allocations, policies, procedures, laws, and required formats.
C. Provides financial planning advice, including evaluating projected needs versus anticipated funding levels, determining submission formats, and coordinating and consolidating requests for the unit.
D. Prepares budget summaries for submission to management and unit leaders, compiles status of funds, adjusts accounts, and prepares support justifications for reprogramming requests.
E. Establishes and maintains a current and functional control of all allocations and authorizations received and those disbursed.
F. Analyzes and summarizes financial reports. Identifies and evaluates trends and potential problems.
Conducts periodic financial reviews to ensure rate of expenditures are within approved funding levels and to advise managers if fund balances are appropriate for the remaining work to be accomplished.
G. Use clear and professional communication and provide a high quality of customer service when drafting documents and interacting with Government personnel and the public.
H. Be proficient with using Microsoft Word, Microsoft Excel and Lotus Notes e-mail or G-mail.
