Any manager that wants to make positive changes becomes frustrated because there's never enough in the budget or enough real support from the executives to make those positive changes; as such, they just go into a "justify your existence" mode of operation where they try to make it look like they're trying to improve things even though they can't actually improve anything. Repeat this soul-crushing process until the manager loses all motivation and desire and then the manager either gets fired/replaced or quits before he loses the will to live. Most managers come on board ready to make things better but lose that momentum within 14-28 days because of this process.
