Change "ALL" ELT members and "ALL" Upper Management Staff. Extend services to Saturday and hire people who want to work on Saturday (Dont force people to work on Saturday). This way, clients can make appts or get meds on time. This way staff's workload can spread out. One Saturday team with a Saturday only: Support staff, MA and Provider.
