JOB SUMMARY:

Under Administrative direction and consistent with program philosophy, the nurse manager assesses, plans, implements and evaluates delivery of nursing care. He/She provides managerial support to the Medical Director by providing supervision and evaluation of all personnel. He/She contributes to the program, nursing and the hospital through support of nursing and program philosophy and objectives.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

The following statements reflect the duties considered necessary to describe the essential functions of the job as identified and shall not be considered as a detailed description of all the work requirements that may be inherent in this position.

A. MANAGEMENT OF NURSING PERSONNEL

1. Recruits, interviews and selects staff for Mental Health Unit.
2. Provides leadership and direction in accordance with hospital guidelines and consistent with program goals and policies.
3. Provides for professional growth and development of staff through identification of needs, of participation in training programs, encouragement of formal and continuing education efforts and evaluation of same.
4. Monitors personnel performance on a continuous basis. Intercedes appropriately consistent with quality patient care.
5. Conducts regular performance evaluation for staff; conducts evaluation for new staff prior to completion of the probationary period.
6. Counsels employees and, as necessary, takes appropriate disciplinary actions for infractions of standards and policies.
7. Fosters and maintains a commitment to the multidisciplinary team concept of the unit.
8. Collaborates with the medical director in maintenance of the therapeutic environment.

B. MANAGEMENT OF PATIENT CARE

1. Provides input in formulating patient care policies and procedures for the program and organizational structure.
2. Collaborates with the medical and clinical staff in coordinating and managing the medical and psychosocial treatment plan.
3. Collaborates with personnel, in the identification and development of the patient’s needs.
4. Supervises all activities related to patient care and sets guidelines for accurate reporting and recording of patients’ symptoms, reactions and progress.
5. Ensures continuity of care based on knowledge of clinical needs and the patients’ individual treatment plans.
6. Evaluates care through assessments, planning, interventions, reevaluation, written documentation, observations and comparison to established standards and the patients individual treatment plan.
7. Administers care to patients, as needed, in order to maintain clinical skills; assess particular patient requirements and/ or to provide clinical support to the staff.
8. Attends interdisciplinary conferences to discuss the delivery of patient care.
9. Participates in the conversion of telephone assessment appointments or admissions.

C. PROFESSIONAL RESPONSIBILITIES
1. Serves as a role model for the nursing staff through professional behavior and demonstration of clinical competence.
2. Monitors and evaluates the unit quality assurance and appropriateness review activities.
3. Interacts with family members and visitors with the intent to promote mental health concepts.

4. Collaborates with staff development in planning or providing educational in-services directed toward the needs of the hospital non-psychotic nursing staff.

5. Identified target areas of need for community education/ relations development such as primary and secondary schools and other health care facilities.

6. Collaborates with the assistant administrator for patient services and other team members in developing educational programs for the lay community.
7. Represents the hospital and unit when attending professional functions.
8. Serves as a resource person to other units of the hospital concerning mental health issues.
9. Serves on assigned hospital committees and attends assigned management meetings.

10. Communicates effectively and consistently with professional agencies, conveying a positive professional image.
11. Organizes and directs staff meetings.
12. Develops effective working relationships with peers, supervisors, and supervises.
13. Models appropriate telephone etiquette and verbal therapeutic interventions for the staff.
14. Establishes, implements and annually reviews policies and procedures to ensure compliance with all federal, state and local regulatory standards, and in a manner that optimizes quality of care and effective management practices in conjunction with Director. Ensures that administrative activities are planned, and consistent with and in support of clinical program activities, strategic quality plan, and community needs.

16. Administers day-to-day operations of behavioral health services in accordance with established policies.
17. Collaborates with Medical Director, Psychiatrist(s) and other management in developing standards and criteria specific to each service component; oversees and assures that a formal administrative supervisory process occurs within the behavioral health system.
18. Oversees recruitment and retention of qualified medical and professional behavioral health clinical staff for all sites. Ensures appropriate levels of support/clerical staff exist to support the needs of inpatient area. Assures appropriate training of clinical staff, including orientation, skill development and resources allocation for in-service training.
19. Develops, implements and monitors the departmental quality improvement program in conjunction with Director. Assures that pertinent data is maintained and status reports are prepared. Assures that plans are developed, implemented and monitored to improve quality in areas identified as opportunities for improvement.

D. REFERRAL DEVELOPMENT RESPONSIBILITIES

1. Participates in the referral development process, as a contributing member of the Marketing Committee.

E. OTHER RESPONSIBILITIES
1. Follows established department and organization policies, procedures, objectives, quality management, safety, environmental and infection control. Demonstrates understanding of behaviors consistent with the Hospital Mission, Vision, Goals and Values. Recognizes the importance of customer satisfaction. Develops appropriate behaviors and attitudes regarding exceeding customer expectations.
2. Works to promote cooperative staff effort to provide and maintain high quality service to patients, physicians, and other hospital personnel to assure quality patient care. Courteously responds to inquiries from same.
3. Maintains a neat, clean, and safe work environment.
4. Performs other duties as requested.

EDUCATION REQUIRED (Minimum):

Graduate from an accredited school of nursing; Baccalaureate degree in nursing preferred. Licensed and currently registered as a professional nurse in the State of New York.

EXPERIENCE REQUIRED (Minimum):

Two years psychiatric nursing experience in an inpatient setting, six months supervisory experience in a psychiatric setting.

WORKING CONDITIONS:

Frequent exposure to disagreeable odors, communicable diseases, body fluids, infections and potential for injury from patients/ equipment.

MENTAL DEMANDS:

Able to handle multiple priorities and act swiftly, accurately and professionally in all situations.

PHYSICIAL DEMANDS: (See Attached Sheet)

CONTACTS:

Frequent contact with patients, physicians, visitors, referral sources and other ancillary personnel from hospital departments.
