Leadership and HR do not Lead - Not a good culture

Worked for this company for many years, there is no room for growth, unless you are part of the in click at the time.
Management manages at entry level standards and feels threaten if there are individuals with potential for advancement and reacts negatively, they like to gossip, micro manage, bully, and harass this has become part of the culture. It is a very unprofessional environment and air of arrogance; this can be seen throughout leadership and management.
There is very low moral throughout the organization and it is not a good work environment, the culture does not believe in developing talent or show that their is a succession plan in place within the organization; they look great on paper and definitely say the right things but once you are part of the organization, you find there is no follow through or promises will not be met
Leadership allows management to make the organization a subpar and dysfunctional company; there are no repercussions for harassment or bullying by management from leadership or HR and it is now part of the culture.
