Health Information Technology Project Manager (Gulf Region Health Outreach Program)
The Gulf Region Health Outreach Program (GRHOP) is currently intended to be a 5 year, $105 million initiative composed of 4 integrated projects designed to strengthen primary and behavioral healthcare services in oil spill impacted communities in Louisiana, Mississippi, Alabama, and the Florida Panhandle. The program commenced in May, 2012. These projects are a collaborative partnership among LPHI, Tulane University, University of Southern Mississippi, University of South Alabama, University of West Florida, and Louisiana State University. The program was developed jointly by BP and legal counsel representing plaintiffs as part of the Deepwater Horizon preliminary medical settlement in U.S. District Court in New Orleans. GRHOP will be supervised by the court.
At the Louisiana Public Health Institute (LPHI), our goal is to promote and improve the health and quality of life in Louisiana through public-private partnering at the community, parish and state levels. The initiatives of LPHI improve the health of Louisiana's people and communities, and provide information for decision making and policy development.
The Health IT Project Manager is responsible for the successful management and implementation of HIT related components of the GRHOP, to include EMR implementations, HL7 interface developments, end user hardware/software/application deployments and technical assistance. The position reports to the Associate Director, Division of Information Services and works under the strategic guidance and direction of the CIO. This position will require substantial travel across the 4 state geographic region described above.
Education, Experience & Training:
Degree or Certificate from an accredited institution in Health IT, Health Informatics or related field preferred, Management Information Systems, Information Technology and other technical backgrounds will be strongly considered. Three years of related healthcare experience including a minimum of three years of direct experience in Health IT system implementations.
Excellent judgment, decision-making and strong oral and written communication skills. Must be able to work independently, set priorities and maintain complete confidentiality. Strong interpersonal skills and experience working with individuals and groups from diverse backgrounds. Ability to understand complex technical requirements and communicate them clearly in a verbal or written format. Excellent time management and project management skills required, Experience in the health-care industry EMR or other related HIT implementations
Duties and Responsibilities:
Manages Health IT vendors.
Sets and manages client expectations.
Monitors related budgets as appropriate.
Serves as Interface between technical and clinical staff.
Leads assigned Health IT projects for IS and LPHI, ensures effective co-ordination of relevant team members across LPHI to achieve project goals.
o Acts as an agent of change, and works to educate others of the end goals & benefit.
o Acts as a liaison between partners and internal programs.
Establishes and nurtures strong relationships with multiple points of contact in each account including senior and executive leadership, technical contacts and support staff.
Manages implementations of Health IT solutions and other projects as required.
Consults on procurement of systems with partners as needed.
Manages vendor oversight and management
Works toward procuring new funding streams—grant-based or contractual.
Proactively seeks ways to improve systems and/or processes.
Ensures support and maintenance contracts are kept up-to-date.
Completes other duties as assigned.

Core knowledge of networking/distributed computing environment concepts
Core design, implementation and maintenance experience with network infrastructure components (Cisco routers, switches, load balancers, NAS)
Knowledge of Microsoft operating systems (2000, 2003, XP, Vista,7) and Active Directory
Ability and desire to learn new skills quickly.
Ability to maintain confidentiality with sensitive data.
This position will require local and regional travel.
