Job Description

Our REM program focuses on achieving utility cost savings through support of facility repair and construction activities, including providing design review comments; project management support; identification of energy savings projects, construction coordination and oversight; and other support activities to ensure that installation-wide energy efficiency measures and water conservation measures are incorporated into new construction.

MCFA is seeking a highly motivated individual to join our team as a Resource Efficiency Manager to support our client in Concord, CA (MOTCO)

The REM may perform duties to include but are not limited to:

  • Developing renewable energy projects, assist in executing stimulus funded projects
  • Conduct energy audits
  • Assist with utility contract negotiations including utility rate design and cost of service
  • Develop and help implement energy savings projects
  • Coordinate with CEHNC regarding potential Energy Conservation Investment Program (ECIP)
  • Utility Energy Service Contracts (UESC), and/or Energy Savings Performance Contracts (ESPC) projects, or other alternative financing vehicles
  • Coordinate with GSA and provide innovative approached for specific projects
  • Assist with development and implementation the Energy Implementation Plan and Energy Master Plan for MOTCO, and provide innovative approaches for specific projects
  • Project facilitation, which will include finding funds, such as ECIP, rebates, grants, and alternative financing, etc., assistance with such projects, performance assurance of those projects, and new building design review
  • The REM shall identify any policies, procedures, or other obstacles that may limit the ability to fully achieve energy reduction, and sustainability goals for the installation.
  • Use Spreadsheets, Advanced Meter Data, Utility Billing Databases, and Expertise to Identify and Help Correct Anomalies in Facility Energy Use.
  • Develop an Effective Network of Facility Managers and Building Energy Monitors.
  • Optimize Facility Operations to Minimize Utility Costs.
  • Support Utility Demand Reduction to Maximize Cost Avoidance.
  • Provide Renewable Energy Support
  • Identify Potential Energy Projects, Programs, and Initiatives.
  • Support the Implementation of Energy Projects.

Desired Experience

  • Practical hands-on experience in the Department of the Army’s annual energy reporting requirements.
  • Experience conducting energy audits
  • Experience with Heating, Ventilation, and Air-Conditioning (HVAC) systems, steam and hot water boilers, chillers, and other energy intensive systems and equipment.
  • Experience performing life-cycle cost analyses.
  • Evidence of an ability to prepare and present formal multimedia presentations.

Knowledge, Skills, and Ability

Knowledge, skills, and abilities in one or more of the following areas shall be advantageous to
the REM:

  • Knowledge of the ESPC process to include:
  • Overall familiarity with the ESPC program including, how projects are identified,

baselined, developed, constructed, measured, verified, and paid for.

  • How ESPC projects are evaluated for economic viability.
  • Knowledge of the UESC process to include:
  • Overall familiarity with the UESC program including, how projects are identified,

baselined, developed, constructed, measured, verified, and paid for.

  • How UESC projects are evaluated for economic viability.
  • Knowledge of energy savings project identification.
  • Knowledge of alternative, renewable, and sustainable energy project execution methods to

include Power Purchase Agreements, and Energy Purchase Contracts.

  • Knowledge of the Major Construction, Army (MCA) program.
  • Knowledge of Environmental Management Systems (EMS) aspects (ISO 14001)
  • Knowledge of the laws and regulations governing the modernization, restoration, and

renovation of historic structures and the ability to interact with the State Historic
Preservation Office (SHPO).

  • Knowledge of utility rate/tariff structures to include:
  • The ability to evaluate the accuracy of utility billings.
  • The ability to determine if the installation is currently on the most beneficial rate


  • Ability to work with Microsoft Programs such as Word, Excel, Access, Microsoft

Project, and Power Point.

Required Background

  • Legally authorized to work in the US; and
  • Ability to pass a National Background Check and obtain Government Credentials .
  • Certified Energy Manager (CEM) or PE, if not a CEM, a condition of employment will be that the CEM certification is attained within 12 months (1 yr.) of employment.

Education Requirement:

  • A four-year engineering degree (preferably in mechanical or electrical engineering)

and/or a registered Professional Engineer with a minimum of 3 years experience in
energy management.
