One of our AZ State govt client is looking for a SQL Database Administrator
1.1 The Arizona Department of Weights and Measures (“Department”) has a database that creation began in 2000 for managing the multi functional activities of the Department. The Department is responsible for insuring
consumer protection through equity in the market place. In addition, the Department is also responsible to help protect air quality in the state through its fuel and air quality program.
1.2 The Department, in fulfilling its responsibility in protecting the consumer,has a number of different accounting, licensing, and compliance programs. These compliance programs include; Price Posting, Scanning, Small and Large Scales, Propane, Fueling Devices, Large and Small Meters, and the
Department’s environmental programs of Fuel Quality and Vapor Recovery. Each program is unique and the current database system is required to respond to each programs unique requirements.
1.3 In an effort to automate procedures and expand communication capabilities, the Department is using portable computers in the field. This requires working with management and field staff developing user specific screens and access.
1.4 The Department is required to respond to Public Records Requests for information. The responses may require the development of a report that would come from the database and these reports must be accurate and
complete in order to insure that the request has been met to the best of the Department’s ability. The management team will also require reports to assist them in effectively managing the Department’s resources.
2. GENERAL REQUIREMENTS
2.1 The contractor shall have a thorough knowledge of database systems both in the development and in the maintenance.
2.2 The contractor shall have thorough knowledge of MS SQL Server 2008 (or newer version) programming and have experience in developing database systems.
2.4 The Contractor shall have a thorough knowledge in problem solving and troubleshooting database, programming, and business problems.
2.5 The contractor shall have a thorough knowledge of report development and data manipulation as well as data validation and a thorough working knowledge of Crystal Report Application Server 10.
2.6 Experience with government regulatory agencies as well as processes for regulatory licensing, compliance, and field-testing.
2.7 The contractor shall have experience with web site creation, setup, and management.
2.8 Experience with SQL database utilities: backup, restore, reorganization, export, and import.
3. SPECIFIED REQUIREMENTS
3.1 Develop, manage, maintain, and support the existing SQL Database structure including data extractions, transformations, and reports. Debug the current Department business database and screen elements. The
contractor shall act as the Department’s Database Administrator.
3.1.1 The contractor shall have a full understanding of SQL language and be able to generate, design, test, and debug custom screens, queries, and tables using MS-SQL per defined technical specifications
3.1.2 If required, the contractor shall work closely with staff members to understand and define user needs, analyze the requirements, and develop solutions to complex design issues while keeping in mind scope limitations and the impact of other integrated database modules.
3.1.3 Supports projects and completes tasks within the standard timelines. Coordinates with responsible management member to develop and refine best practices based on current requirements and future needs while determining impacts of database changes on the systems.
3.1.4 The contractor must be able to communicate effectively and tactfully with all levels of staff both verbally and written; able to pay close attention to detail and understand written and oral
3.2 Perform Maintenance on the Database
3.2.1 The contractor shall perform all required maintenance on the database in order to keep it working smoothly and to ensure data integrity, troubleshooting, and identifying technical issues. This maintenance will be performed according to a schedule developed by the Department and agreed upon by the contractor
3.2.2 The contractor shall be able to identify corrupt data and make the needed corrections to the data in order to ensure data integrity.
3.2.3 The contractor shall monitor the database for consistency in performance and provides feedback on problem areas.
3.2.4 The contractor shall develop and maintain a database dictionary and documentation materials, as appropriate, and ensure accuracy and timeliness of product documentation.
3.2.5 The contractor shall coordinate with other Department IT consultants on the upgrade, installation, support, and on-going administration of database management tools and technologies. Assist in the design, implementation, and maintenance of data warehouses and their components.
3.3 Develop Reports from the database
3.3.1 The contractor shall write and perform database queries to generate reports when requested.
3.3.2 The contractor shall be able to manage the extraction,transformation, and population of data files and databases (MS SQL Server, Excel).
3.3.3 The contractor shall work with management and IT consultants to create mailing document notifications and reports using SQL database queries to generate lists of people that email and direct mail communications will be delivered.
3.3.4 When required, the contractor shall develop reports using Crystal Report Application Service 10 (or newer version) and other web tools for data analysis and reporting purposes. These reports can
be standard reports that are reporting information within the system or they can be reports that require manipulation of the data and development of statistical information.
3.3.5 If required, the contractor shall develop reports for public distribution or for the Department’s management team to use.
3.4 Database Management
3.4.1 The contractor shall conduct a periodic review on the database information to evaluate the integrity of the data in the database developing custom scripts to define and enforce database standards, best practices, methodologies, processes, and procedures.
3.4.2 The contractor shall anticipate reporting database identified software or hardware issues and work with management to determine and implement solutions.
3.4.3 The contractor shall develop database features to enable access to and maintenance of business critical information.
3.4.4 The contractor shall perform regular cleanup and warehousing of the data within the database according to the schedule set forth by the Department and agreed to by the contractor.
3.4.5 The contractor, due to the sensitive nature of some of the information in the database, shall insure the security of the database so that information in the system deemed to be confidential shall be protected.
3.4.6 The contractor shall maintain and staff backup personnel to assist the Department in times when the system experiences problems. The contractor shall respond to the Department’s needs in a timely
manner in order to reduce down time.
4.1 The Department shall be the final authority in matters of policy and approval for the over-all operation.
4.2 ADDITIONAL INFORMATION
4.2.1 The contractor shall keep the information related to all contracts and subcontracts in strict confidence. Other than the reports submitted to the Department, the contractor shall not publish,
reproduce, or otherwise divulge such information in whole or in part in any manner, or form or authorize, or permit others to do so,taking such reasonable measures as are necessary to restrict access to the information, while in its possession, to those employees on staff who must have the information on a “need-to-know” basis, and he/she agrees to immediately notify, in writing, the Department, in the event he/she determines, or has reason to suspect, a breach of these requirements.
4.2.2 The Department must approve the release of aggregate statistical information by the contractor.
