I was hired as part-time and told it would be 20 hours a week. I never received more than 8 hours a week. I quit after 2 months due to lack of hours.

When it comes to part timers, managers will give more hours to the associates who have better work ethic or those who show a desire to work. There's almost always chances to take shifts from those who can't work, and usually the more productive employees have less complaints about hours than those who aren't as productive.

Because I am part-time and hours have decreased, it's difficulty to live under this situation. Otherwise, they are very flexible with time needed to work around your personal need.
