Manager refuses to adopt more efficient ways of doing business. Things are done the way they were done 30 years ago, costing tax-payers lots of money. Knowledge, research, and training are not appreciated, but even punished. Laws and State recommendations are ignored and not followed, even when aware of them. Manager's instructions lead to favoring one of the party, even though the office is supposed to be unbiased. She causes so much drama that is impossible to do your job.
