Nature and Scope of Position:
This is a management position requiring in-depth, comprehensive technical, communication, and management skills and abilities in accounting principles and practices. It will require applying comprehensive knowledge and skills to effectively handle unique situations and important projects. Directs the work of managers and has functional responsibility for directing department. Works under limited supervision; acts independently on original tasks of an advanced, non-routine nature. Errors cause significant disruption to operations and / or major costs.

General Summary:
The Controller provides corporate Accounting and Finance department strategic planning and oversight, under the direction of the Chief Financial Officer. This corporate position directs and manages all operations of the Accounting and Finance Department, including problem resolution, report generation, and data analysis. In addition, the following are also to be accomplished: reviews all accounting records and takes a lead role in accounting systems development, audits, and special projects; advises management on issues related to compliance, legal regulations, and company objectives; oversees the selection, training, development, and discipline of staff.

Essential Duties, Responsibilities, and Requirements:
Accounting and Finance Duties:

  • Oversees the management of all functional areas within the accounting staff
  • Manages and supervises subordinate Accounting and Finance staff
  • Understands and supervises all corporate accounting functions
  • Ensures the correct and accurate preparation and submission of all corporate financial reports to management and governmental agencies, as required
  • Works closely with officers, executives, auditors, and customers (internal and external) to provide financial advice and interpretation of data
  • Ensures budget, financial, and general ledger reviews, reconciliations, and reports are conducted and completed
  • Coordinates and participates in government and public audits with appropriate representatives
  • Assumes the lead role in developing, modifying, reviewing, and implementing accounting systems, reporting methods and controls, and policies and procedures
  • Ensures the completion of special Accounting and Finance projects
  • Maintain financial records that include all corporate tax-related activities and audits and all asset accounting and records
  • Interface and coordinate with the Contract Management personnel, to ensure proper contract administration policies, practices, processes, and procedures are implemented
  • Responsible for developing and processing payments for all GSA related contracts (IFF payments), quarterly sales and use taxes, local and county taxes and working directly with tax accountant on annual State and Federal taxes.
  • All other duties, as assigned

  • Able to complete assignments within deadlines, which may require occasional late evening/weekend support

Knowledge:

  • Advanced knowledge of accounting and finance principles and practices
  • Advanced knowledge of mathematics applications frequently and commonly used in accounting and finance activities
  • Knowledge of human nature as an appropriate item for motivating team members to achieve positive results
  • An in-depth knowledge of accounting and finance principles rules and regulations that allows for meticulous attention to detail
  • Knowledge of and skill in computers and the computer systems designed to manage our accounting and finance responsibilities particularly MS Excel.

Education and Experience:

  • Bachelor’s Degree in Accounting or Finance
  • Master’s Degree in Accounting or Finance or an MBA (Desired)
  • 9-12 years of relevant work experience
  • Proficiency in a Windows-based computing environment
  • Familiarity with Microsoft Office applications (Word, Excel, PowerPoint)
  • Experience with a computerized accounting package (Deltek and MS Dynamics SL (Solomon) software desired)
  • Bookkeeping and accounting skills related to project-based accounting
  • Contracting experience and familiarity with the DCAA accounting requirements (Provisional rates, Incurred cost submissions, etc), Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), DFAR, and GSA regulations (Desired)
  • Strong Accounting background
