Offer more full time postions and benefits for part time employees. Do not terminate a part time employee for working over 1500 hours. That is how many houses end up short handed and the loss of hard working staff.

There are contacted hours which can change at any time. Part timers who work over 1500 hours in a year will be terminated.

No it is not. A lot of the funding comes from state agencies and is over seen by DDD for licenseing.
