Every group is different, so this might not apply everywhere, but it does in more places than not. Promotions and higher titles have more to do with your years of experience and timing than what you produce. That makes some of the higher ups complacent with their jobs, and some of the younger employees impossible to move up. If you just want to get by, this can work well for you. If you want to advance, try looking somewhere else.

The only drawback at working for NG is that the work is dependent on winning/maintaining government contracts. If the contract ends and it's the only contract being worked, there's no place to go (especially in more remote areas) unless you're willing to relocate.
