Under indirect supervision, the Quality Professional will be responsible for managing comprehensive quality management program to satisfy the quality-related expectations of the customer. They will ensure compliance with various international and national standardization organizations such as ISO 9001:2000, CMMI, etc. Collects, organizes and analyzes organizational project data to assess how satisfied customers are. Authors program related documentation as appropriate. They will determine/evaluate Root Cause and Corrective/Preventive Action. Develops and initiates Corrective Action Plans. They will verify corrective action and implementation. They will perform product quality control, peer reviews and/or audits to assess compliance with stated requirements. Ensures focus on organizational continuous improvement plans and programs. The Quality Professional will author QA products, provide mentoring and training to program employees where appropriate.

Description of Work:
The person shall provide MS Project Server/SharePoint support to the Enterprise Project Management Office (EPMO) in CUSTOMER. The EPMO shall provide project management standardization, reduce duplication of projects across the agency, and ensure CUSTOMER program resources are being utilized as effectively as possible. CUSTOMER uses a combination of centralized and distributed project managers to adequately manage and oversee project execution. Government project managers will participate with the Contractor to develop and implement standards and practices.
The person shall:
a. Facilitate a CUSTOMER Project Management Community: Facilitate and lead a project management community within CUSTOMER that functions as a forum to discuss project management issues and support EPMO.
b. Develop a CUSTOMER Program and Project Management Lifecycle Model: Support the establishment of a standard project management lifecycle to define a standard set of deliverables, project gates, and governance reviews for all CUSTOMER projects.
c. Develop Project Management SOPs, and Policies: The Contractor shall assist in developing and maintaining Standard Operating Procedures, policies, and processes for all project management activities in the agency. SOPs shall be developed to a level to provide project managers with enough detail to complete their tasks, yet still provide flexibility where needed. SOPs shall include templates such as project charters, cost estimates, etc.
d. Support Enterprise Schedule Management: The Contractor shall provide the processes, structure, standards and controls necessary for proficient tracking of project tasks and milestones.
e. Provide Project Management Education and Training: The Contractor shall support a project management education and training program for the agency that includes project management career path requirements, curriculum requirements, testing criteria, and validation processes.
f. Support Project Management Software Tools: The Contractor shall select and maintain project management tools for use by project managers. Currently CUSTOMER utilizes a Microsoft Project Server/SharePoint 2007 environment, and this is expected to continue and eventually migrate to MS Project Server/SharePoint 2010. In addition the Contractor is expected to work with CUSTOMER business applications teams to oversee the development of an executive dashboard to provide visibility into all CUSTOMER programs.
g Design, implement, administer and maintain a enterprise level Microsoft Project Server 2007 environment and transition to MS Project Server /SharePoint 2010 for the information systems and infrastructure programs, projects, and major programs. Develop integrated reports and be able to articulate the resources required to acquire the data and develop the reports. Provide direct MSPS Administration and Microsoft Office Project support and expertise to the program, interact with appropriate stakeholders, integrate schedules and timelines, and provide operational support. Setup and manage permissions (including users, groups, and categories). Provide user-level training and system demos for MSPS users in each Project Server role, as needed
h. Define and Track Project Metrics: The Contractor shall define and track project management metrics that provide quantifiable analysis of Program and Project Management (PPM) performance and compliance.
i. Support Project Knowledge Management: The Contractor shall develop and support an enterprise ability to share acquired project knowledge across all CUSTOMER directorates.

The person shall develop PMO and PM maturity metrics against a recognized standard (such as Project Management Institute) and report on a bi-annual basis as to the maturity of the agency’s PMO and project management capabilities.
