GENERAL SUMMARY:

The navigator will conduct education, outreach and distribution of information regarding the Federally-facilitated Marketplace (FFM) for the Qualified Health Plans (QHP) to the uninsured population and small businesses regarding Small Business Health Options (SHOP). There are two positions that will be located in Greensboro. These positions are funded for one year. Bi-lingual is a plus.

ESSENTIAL JOB FUNCTIONS:

  • Conduct education and outreach to uninsured individuals and small businesses
  • Distribute information regarding the Federally-facilitated Marketplace, including:

o Eligibility requirements for federal tax subsidies and cost-sharing subsidies
o Eligibility for QHPs on the FFM, Medicaid and North Carolina’s Health Choice and how to enroll in QHPs, Medicaid, and Health Choice on the FFM website and/or NCFAST

  • Distribute information to small businesses regarding the Small Business Health Options Program, including options with regard to employee and employer choice
  • Provide all information and services in a manner that is culturally and linguistically appropriate and ensure accessibility for individuals with disabilities
  • All other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES:

  • The ability to discuss the procedures for enrolling in the QHPs
  • Ability to determine the availability of applicable tax credits and how to apply
  • Meet and/or talk over the telephone with individuals
  • Must be able to help people understand how premium tax credits work and their potential financial impact
  • Facilitate plan selection based on the needs of the individual/family or the small business seeking health insurance coverage, access tax implications and premium and cost-sharing requirements, application submission, renewal, and disenrollment processes
  • Facilitate eligibility determinations for QHP, Medicaid, Health Choice, and SHOP and premium tax subsidies
  • Provide referrals to appropriate agencies, including the North Carolina Department of Insurance for applicants and enrollees with grievances, complaints, questions, or need for other social services
  • Ability to work independently and in a team environment.
  • Ability to effectively collaborate with co-workers and clients face-to-face and in meeting settings is required
  • Must be free from conflicts of interests, including payments and incentives from brokers, insurers or insurance industry
  • Must own a reliable car and have a valid driver’s license
  • Must be able to work nights and weekends
  • May be required to travel to outreach locations
  • Must possess socio-economic and cultural sensitivity and the realization and sensitivity that the Navigator may come in contact with angry, upset, or ill persons
  • Multi-task with long periods of sitting or standing
  • Ability to interact with professionals, clients, patients, and other office personnel

EDUCATION AND EXPERIENCE:

  • High School Diploma or GED required, Two-year degree, Associate Degree Preferred
  • Experience in benefit eligibility or enrollment and/or work experience as an enrollment service representative
  • Proficient in Microsoft Office Suite, including Word, Excel, Access, Power Point, and Adobe PDF professional
  • Bilingual proficiency in English and Spanish preferred
  • Experience working with low-income communities preferably at a non-profit or community-based organization within a multi-ethnic/multi-cultural environment.
