Quality Care Network (QCN) was incorporated in response to the requirement in the Arizona Department of Health Services' contract awarded to Magellan Health Services of Arizona (Magellan), to contract with Provider Network Organizations (PNOs) to serve children and their families throughout the Maricopa County Regional Behavioral Health Authority (RBHA). – more... PNOs are corporations, capable of accepting behavioral health clients into service, providing comprehensive strengths, needs, and clinical assessment and then developing a service plan to best serve that client and his/her family and significant others. QCN is contracted with Magellan and subcontracts for services through Qualified Service Providers (QSPs), Direct Service Providers (DSPs), and other specialty service professionals and provider agencies, to provide a comprehensive and integrated service delivery system. QCN has responsibility to develop and monitor provider contracts with its subcontracted QSPs and other providers. It is responsible for monitoring contract performance by all providers, assuring that best practices are implemented, resources are used efficiently, monitoring and outcome reports are collated and reported to the provider network and the RBHA and that improvements in processes and outcomes are enhanced. QCN contracts with an Administrative Service Organization (ASO) and employs licensed, certified, and paraprofessional staff to carry out its contract responsibilities. As examples, the Medical and Clinical Directors are professional licensed personnel who oversee the work of other service providers, monitor performance, create and act on clinical policies/protocol, and, when necessary, provide direct care services to clients. Other staff have certification and experience necessary to qualify them for their positions and enable them to do their jobs. Examples are the CEO, who may be a Certified Healthcare Executive (CHE) and the CFO who may be a Certified Public Accountant (CPA). Other clinical support staff have licensure through the Arizona Board of Behavioral Health Examiners to perform clinical duties. Support staff include paraprofessionals, with the experience and skills to support accounting and monitoring functions within the QCN network.
