A sound science education is grounded in the principles of inquiry and rigor. Children would be actively engaged in learning as they model real-world scientific behaviors to construct knowledge. They would have ample opportunities to manipulate materials in ways that are developmentally appropriate to their age. They would work in an environment that encourages them to take risks, think critically, make models, note patterns and anomalies in those patterns. Children should be encouraged to ask questions, not just the "how" and the "what" of observed phenomena, but also the "why".
A good science curriculum would be both a mirror and a window for students. It would be a mirror so that all students will see themselves. It would serve as a window to view the contributions of all peoples to the body of science. Students of both genders and all ethnicities would be encouraged to actively engage in science.
The program must provide teachers with cost-effective science materials that are aligned to state and national standards, incorporate instructional strategies that are research-based, it must provide teachers with a deep understanding of science and the pedagogical underpinnings of science.
