I am not sure there is a quick fix as there is little communications to the work force unless they are announcing another site closure
Make upper management held more accountable for their ineptness
Eliminate upper management
True dialog with co-workers is needed. No one should feel as if they are alone and without resources. The on-boarding process needs to be tailored to the department/team the new-hire will be working on and not just the company.
