Claims to live and work by its mission

The community development departments' management team lacks actually "living and working by its mission" in which they so promote. Staff are a close knit team, within teams, and do have the family culture atmosphere at the Wellness site. However, no guidance, vague answers or support, political favoritism, and unorganized leaders. There were a couple managers who did provide support and guidance, who were not the direct managers, which was unfortunate.
Job security based on who you know, not what you know. Politics and political affiliation is what runs this small hospital.
Could be a great organization if upper management actually believed and lived by the mission they promote and tell the team to live by.
