The School District of Philadelphia (SDP) is the 7th largest in the nation with enrollment in excess of 204,000. The school district demographics reflect that of the City of Philadelphia - 65% African American, 16% Caucasian, 13% Hispanic and 5% Asian (2001 data). Approximately 80% of the school-aged children are from low-income families.
The 2003-2004 – more... operating budget for the SDP is $1.787 billion. Accompanying the operating budget this year is the first sizable funded Capital Plan in decades. The SDP approved a $1.5 billion 5-year Capital Improvement Plan that will aim to create new high school options; phase out middle schools; alleviate overcrowded conditions in the elementary schools, and; bring all school buildings to a state of good repair. The district is currently undergoing a full portfolio condition assessment and it is anticipated that the level of capital funding that will be necessary to remediate all infrastructure needs will approach $4 billion.
There are 264 schools in the SDP and over 300 buildings. Over 70% of the school buildings are 50+ years old.
