Position Description:
This position provides advanced-level expertise on public health business practices with a concentration on immunizations and the HITECH environment including electronic health records (EHR) and /or Health Information Exchange (HIE).

The position will focus on immunization interface facilitation to support the state and providers needs to meet the Meaningful Use criteria. This position will require someone to effectively collaborate with internal and external public health staff, providers and EHR vendors. Facilitation will include understanding basic HL7 language, monitoring data quality, and providing support to multi-disciplinary teams in order to accomplish public health services delivery and achieve program goals. The position will design and deliver trainings and demonstrations to public health information system stakeholders as needed.

We are looking for someone with clear, concise presentation and general communication (written and verbal) skills to effectively complete these tasks. This requires a highly self-directed and flexible individual who can work in a changing environment. This individual will work within a core team but must be comfortable working across teams and in other groups as needed.

Job Functions:
 A public health subject matter expert to support immunization information technology projects

  • Focus in immunization program management and interoperability between IIS and other clinical patient management applications, which includes electronic health records (EHR), Health Information Exchanges (HIE), Regional Health Information Organizations (RHIOs), other clinical data repository systems and other private sector organizations with an interest in vaccine delivery. These may include retail pharmacies, vaccine manufacturers and others.

 Work with peers in local and state government to define public health program outcomes, work processes and identify mechanisms to use information systems to achieve program goals.
 Support the company design, development, implementation of health information technology and product improvement efforts.
 Develop new prospects, establish customers, and promote products and services in public and private health care arenas.
 Assist in testing pre-release applications, quality assurance/improvement activities and to understand client reported issues.
 Demonstrate formal and informal leadership skills to achieve outcomes.

Qualifications and Requirements:
 Education:

  • A Bachelor’s degree with 3 to 5 years experience in applied public health with responsibilities to include service within a local, state, or federal agency OR
  • A Bachelor’s degree with 5 to 7 years experience with responsibilities in a healthcare setting using electronic health record systems.
  • Preferred Masters in Public Health (MPH) PLUS 3 years experience in applied public health to include service within a local, state or federal agency or medical practice.

 Experience in public health informatics, HL7 language knowledge preferred.
 Conducts trainings for varied groups using adult learning techniques
 Ability to communicate and present complex public health concepts and solutions to diverse stakeholders
 Demonstrates ability to work independently with little direct supervision
 Demonstrates ability to self-teach and effectively apply subject matter information to daily tasks
 Possesses understanding of software applications to effectively conduct software testing and quality assurance / improvement
 Ability to interpret and apply public health informatics and program-area standards to current product and services design and identify new opportunities
 Strong team orientation and excels in a team work environment
 Strong verbal and written communication skills
 Strong organizational skills
 Exhibits professional manner in all environments
 Ability to travel as needed
