We are currently assisting our client in their search for a Human Resource Manager.

Summary of Responsibilities:

Under direction of the CFO, the Human Resource Manager performs Human Resources related duties at the professional level and should carry out responsibilities in all of the following functional areas: project and corporate related compliance, policy/procedure development & maintenance, benefits administration, employee relations, recruiting and training & development.

Essential Functions:

1.Management of Human Resource and Compliance Staff.
2.Communicates various Human Resources policies, procedures, laws, standards and government regulations.
3.Handles all aspects of employment termination including COBRA.
4.Conducts exit interviews, analyzes data and makes recommendations to the management for corrective action and continuous improvement.
5.Develops, facilitates and/or provides training to the workforce.
6.Manages the hiring process by processing & maintaining job requisitions, coordinating job postings, reviewing resumes, performing telephone and onsite interviews (as requested), and administering pre-employment assessments and background checks.
7.Ensures compliance with and completion of all required new hire paperwork.
8.Handles performance improvement / employee relations counseling and termination meetings.
9.Manages all benefit relationships, renewal and administration.
10.Enters employee data in to various benefit systems.
11.Coordinates annual benefits open enrollment.
12.Completes unemployment claims.
13.Manages all compliance functions; including but not limited to HUD-Section 3 & Work Hour Reporting (I29).
14.Continue to develop compliance framework.
15.Monitors the timely reporting of all MBE/FBE and Labor Force Requirements.
16.Handles relationships with key community functions.
17.Organizes and schedules new employee orientation.
18.Maintains company organizational charts.
19.Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
20.Conducts studies, performs research and prepares reports as required.
21.Manages special projects and performs other related duties as assigned.

Education & Experience Required:

1.Bachelor’s degree in Human Resources or related field required. Master’s degree is strongly preferred.
2.Minimum five years experience in a Human Resource Generalist capacity, preferably in a construction setting.
3.Proficiency in all MS Office applications.
4.HRIS experience preferred.
5.Objectively coach employees and management through complex, difficult and emotional issues.
6.Maintain a high level of confidentiality.
7.Research and analyze various different types of data and information.
8.Make recommendation to effectively resolve problems or issues by using judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.
9.Organize and prioritize work.
10.Understand company and departmental operations and procedures.

Additional Responsibilities:

1.Meet physical demands of the position including the ability to lift and handle up to 25 pounds of materials, bend, stoop and stretch as required for placement and retrieval of materials or equipment on shelving.
2.Meet expectations for attendance and punctuality.
