Position Information:
This position is responsible for providing analytical and administrative support to Field Operations and one or more field operations personnel in the areas of construction projects and work location administration under direct supervision. The position reports directly to the Manager, Region for the local work site and indirectly to the Manager, Project Engineering.

Primary Responsibilities:
Primary responsibilities include (but are not limited to):

  • Providing analytical support for construction projects and all administrative services for assigned work site(s) in a manner necessary to ensure effective, efficient operations and compliance

Administrative

  • Provide project administrative support for capital projects
  • Ensure projects are set up in applicable systems and all status changes are input in a timely and accurate manner
  • Assist with preparation of bid packages and agreements
  • Generate material requisitions
  • Receive and verify material and material documentation
  • Close projects by ensuring material reconciliation, unitization, and excess material distribution and project document preparation
  • Review contractor qualifications
  • Create, produce written communications, reports, documents, records
  • Manage mail
  • Produce written communications, reports, documents, records
  • Enter, extract, report on and manipulate information and data within position-specific systems (e.g., Navision, Quillix, PIBS, OSI, Chase, Veriforce, Microsoft Excel, Irthnet,, etc.)
  • Manage assigned electronic and hard-copy records
  • Perform routine clerical tasks (creating correspondence in various formats, word-processing, proofreading, filing, invoice management, keeping meeting minutes, answering telephones, managing site access [monitor gate, visitor log, badging, etc.], assisting with employee events; light housekeeping, assist with travel arrangements/meetings, assist with maintenance of site(s) calendar(s) and data for webpage, etc.)
  • Help on-board new hires
  • Help set up/manage local contracts
  • Serve as Company liaison at community events, help with volunteer efforts
  • Process confidential forms and records

Analysis

  • Manage and audit invoices, reimbursements
  • Input budget data, assist with budget maintenance
  • Assist with project setup, tracking, and administration using dedicated Company software
  • Assist with inventory maintenance, audit
  • Participate in bid solicitation, evaluation, and award
  • Serve on teams to provide recommendations for project management process improvement

Budgeting

  • Assist in preparation of capital budgets
  • Forecast spending schedules
  • Monitor, analyze, and report project cost variances
  • Process invoices in a timely manner

Compliance

  • Oversee licensing/local taxation issues of area’s vehicles
  • Input data into/maintain/create and run reports from various systems
  • Assist with completion, creation, filing, management of required forms, permits, and reports within Company and for governmental requirements
  • Maintain departmental files in compliance with applicable law, regulation, policy, and/or procedure
  • Assist with gathering data and records for internal/external audits

Communication

  • Serve as liaison between Materials Management area, vendor, and receiving location

Qualifications:

Minimum

  • Bachelor’s degree in related field
  • < 1 year experience in Project Engineering and an Analyst role or a related field
  • Valid driver’s license and insurability
  • At least 1 year experience in office setting providing administrative, clerical, and office management services
  • Highly analytical, detail-oriented
  • Intermediate-level experience with Microsoft Word, Excel, and Outlook or equivalent
  • Ability to take instruction from multiple individuals
  • Strong verbal and written communication skills
  • Experience requiring good time management skills and the ability to successfully complete assignments with frequent interruptions
  • Experience successfully utilizing organizational skills
  • Experience in position requiring analytical or problem-solving skills
  • Experience successfully working in teams
  • Experience successfully applying basic business concepts
  • Ability to deliver results working under tight deadlines
  • Ability to read and understand directions, policies, procedures and requirements and adhere to the same
  • Experience performing bookkeeping, budgeting, or administrative tasks
  • Basic skill level in Microsoft Word, PowerPoint, and Outlook
  • Intermediate skill level in Microsoft Excel
  • Able to learn Navision financial system
  • Ability to work overtime with or without notice
  • Ability to read, understand, and apply directions, policies, procedures, guidelines, requirements, and regulations
  • Ability to work in both an open office environment as well as outside in varied weather conditions

Preferred:

  • Familiarity with construction
  • Familiarity with material components of natural gas pipeline systems
  • Knowledge of basic budgeting concepts
  • Basic level skills in Microsoft PowerPoint and Access or equivalent
