Embarrassed to earn such a low income as a state employees, with a Bachelor's degree. Managers within the state agencies are biased with regards to promotional opportunity. The most qualified employee is not rewarded.

Good, letting them know it's a great place to excel in your education endeavors due to a lot of downtime, especially with them offering financial educational assistance. But it is a terrible place if you're seeking internal advancement especially if you're seeking to obtain any type of raise.
