I applied for a position on December 2, passed the first round interview (an online questionnaire(, and was placed on the "Eligible List". It is now January 27th, and the job posting which was previously closed open for a brief 2 week window. I am still on the eligible list, but have not heard anything about a second interview. Is this typical? How long is the average hiring process?

Each time a position is open you must apply for it. There is no longer a continuous list of applicants, each list is unique and the applications are not kept for future reference. Everyone that applies and meets the minimum qualifications gets a first round interview questionnaire. Unless you get a call within 2 weeks of completing that questionnaire to come in for a face to face interview, you are not in the running for the position. Reapply to every position you see that you are interested in.
